ICD Parkinsonism with dementia

Hello-
I have question regarding coding Parkinsonism w/ Dementia for icd-10. In the index when you go to Dementia with Parkinsonism it gives the codes G31.83 and in brackets [f02.80]. However when you go to F02 there is an Excludes 1 note which states G31.83 which we know to mean cannot be coded here. Is F02.80, f02.81 unneccsary to code with the parkinsonism? I think the confusion is coming because when you go to G31 it says use additional code to identify dementia f02.80,or f02.81. I know the brackets for icd 10 are used to identify manifestation codes. I just want to be sure if these two codes can go together or if indeed they cannot.

I found an article on The Coding Institute Blog that discusses the trouble with the excludes notes. The CDC has created a temporary guideline to help. “There are circumstances that have been identified where some conditions included in ‘Excludes1’ notes should be allowed to both be coded, and thus might be more appropriate for an Excludes2 note,” the CDC said in a memorandum. They are advising that if two conditions are unrelated to each other, you can report them both, even if an “Excludes1” note exists. So, the key here is documentation.
